Suspend, restore, revoke — with full audit
Three-state lifecycle: ACTIVE ↔ SUSPENDED → REVOKED. Suspend a credential pending investigation; restore to ACTIVE if cleared without re-issuing. Each transition records actor, reason (preset or operator-typed), timestamp into an immutable ISO/IEC 17024 §9.4 audit row. Holders get push notifications instantly across in-app feed and APNs / FCM.
